Glenn has more than 30 years’ experience in the construction management regulatory compliance, environmental secondary response, and consulting and remediation business working for the State of Florida (FDEP) and private-industry environmental leaders.

Experience

  • Won a $100 million dollar contract with a Major Energy company to perform assessment and remediation services in 26 states as liability managers to close out all environmental issues in their petroleum portfolio. Managed the entire portfolio and client service issues.
  • Managed all environmental affairs including liability management for a client with over 80 sites in Florida towards successful closure of all environmental regulatory issues.
  • Served as Chief Technical Advisor to the Florida Department of Transportation (FDOT) for technical support of environmental issues throughout Florida.
  • Created a comprehensive statewide storm water management program, a best practices manual and a training program for FDOT.
  • Managed the cleanup of the Fairbanks Disposal Pit under joint CERCLA and RCRA supervision, managed all aspects of the cleanup including source removal, private well closures and replacement well installation, RCRA Cap installation, Corrective Action Document preparation and groundwater treatment system installation, fiscal projections for the Governor of Florida, and over a 20 million dollar budget.
  • Served as a technical advisor for the creation of the Leon County Comprehensive Plan.
  • Acted as Chief Hydrogeologist serving the City Stormwater and Environmental Management Section.
  • Managed Federal Environmental Protection Agency grants with the U.S. Geological Survey.
  • While employed by FDEP, served on the drafting committees for Chapters 17-70 and 17-73 Florida Administrative Code (Petroleum Cleanup and Reimbursement rules).

Committees Served

  • Served six times as the FPMA Environmental Committee Chairman on Tank and Petroleum lobbying issues.
  • Served on the National INELA – Field Activities Committee to create technical guidance documents and certification and accreditation standards for field sampling and measurement.
  • Served on the Senate Natural Resources Tanks workgroup and Petroleum Cleanup Program Technical Advisory.
